Philip Trobaugh disregards & distorts evidence presented clearly. He fabricates context in order to issue his final statement in a distorted way that supports his ruling. He is a biased judge who decides the outcome that he wants in his own mind prior to any hearing - shown by how he questions and leads those in his hearings to shape his pre-decided narrative. He disrespects & submarines good people who need a fair hearing such as asking them if they are mentally ill bluntly or coercing them to admit a scenario he thought up that does not relate to the case. Sometimes he final judgements contain circular reasoning which actually support that which he desires to discredit. Attempts to show the truth with irrefutable proof do no good in appeal as he refuses supeoenas and is committed to misinterpreting how the evidence supports the law.This judge needs oversight as he is an embarrasment to the State of Minnnesota, toying with the people's right to professionalism in legal hearings.

I would agree that Phillip Trobaugh is imperious and a poor listener. During my initial meeting, I provided him with every detail & key piece of information regarding my (simple) case. Several times I had to repeat myself as he wasn't able to comprehend what I was saying. Three weeks later I received a letter stating another hearing was needed as he wanted more information. On one hand I was shocked, but on the other hand I wasn't. During the second hearing he actually asked me to explain my job to him using a chocolate chip food analogy, to help him understand what an Analyst does. I was literally stunned into silence. Not only had I already explained to this him, there's also this great website called Google. In this moment I instantly knew that I was in a no-win situation and he was clearly unable to do his job properly. At the end of the call when he asked if I had anything further to add, I waved my white flag in surrender and nicely said 'no'.

He is a poor listener. Shows great disregard for clients' input. He showed more interest for making a quick buck instead of defending the rights of his clients.
