Mr. Toole takes his time and constructs "problems" in order to build up billable hours. Skates just inside the lines of unethical behavior. Does not concern himself with the welfare of his clients. It appears that the amount he earns from each client dictates how he handles each case and what advice he dispenses. He is very creative in delaying the resolution of estates where he hasn't maximized his billable hours to the extent that he doesn't raise any eye brows in probate court. His legal machinations seem reasonable and usually have a legal veneer, but most often there are other legal methods in which to arrive at the same destination without the high cost or delay. He reads his clients in order to determine how much he can push the envelope. If you use his services, you must be prepared to prod him along and question anything that appears to be a delaying tactic.
