Commissioner Alicia Y. Blanco is a very fair Judge. These days you are lucky if you can get a Judge to read your complaint. Most Judges make decisions with no knowledge of the case. I felt she was very patient and very fair. She weighs out all of the evidence before making her decision which in my opinion is what a Judge should be doing.
