He is an arbitrator handling employment matters for public agencies. He is biased for the employer and against the employee, even when the evidence is clear and convincing in favor of the employee. Clearly he is concerned about the agencies selecting/hiring him in the future. Also, he is partner's with arbitrator Michael Prihar, who is similarly biased.
