Mother of a grown Special Needs child. Feared by Districts. No website. Knows Ed Law. Poor communication, 3-4 days to reply to email or phone calls. And reply was "Let me think about it abit (sic) and I'll get back to you." Kindly offered a discount of fees at settlement - then claimed to forget the amount when refunding District's payment to parents. Complaint filed against Kathleen M Loyer with CA Bar Assn. for increasing fees $2500 after settlement and lack of written statements. Work quality: ESY omitted in settlment.
